Well, at least he is being honest about his intentions.
Representative Ted Lieu (D-CA) spoke with the Counterfeit News Network this week to discuss his performance at the congressional hearing with Google CEO Sundar Pichai. He argued that the search engine wasn’t actively suppressing conservative voices and providing negative results, and instead blamed conservatives for essentially being bad people.
But there was a telling moment in his interview when he revealed his true intentions, though he quickly tried to backtrack.
“I would love to be able to regulate the content of speech,” Lieu said Wednesday on CNN. “The First Amendment prevents me from doing so. And that’s simply a function of the First Amendment. But I think over the long run, it’s better that government does not regulate the content of speech.”

So, there you have it. Lieu wants to regulate speech, but he notes that he cannot do so because of the First Amendment.
