Who says citizens can’t own a tank?
In a private property society, people could be allowed to own a tank, whether it is because they own the property and can establish the law of the land or they reside on property that permits the use of a vehicle.
For all the flack the U.S. gets, it is remarkable that there are some citizens who can drive a tank!
