DHS purchases 2700 armored vehicles: is the government preparing for an economic collapse?

The Department of Homeland Security has recently purchased 2700 armored vehicles for use by local police departments. This follows the recent DHS purchase of more than 1.6 billion rounds of ammunition.

Mark Dice speculates in the below video about the possible reasons for these preparations. Does the government expect a complete collapse of America or are they simply just bankrolling the military industrial complex special interests?

It’s a bit unsettling either way. My guess is that the U.S. government is preparing for the very real possibility of civil unrest. This could occur whether there is a sudden collapse of the economy or if things gradually get worse and worse such as from increasing price inflation. People are not going to be happy when they can no longer afford to buy essentials like gasoline and groceries, much less pay their rent or mortgage.
